From the inception of provincial government in the 1976-80 period, provinces had elected MPAs (Member of the Provincial Assembly) from among whom the majority formed a government, led by a Premier. This electoral system was abolished by the Organic Law on Provincial and Local Level Government 1996. The premier’s position has been taken by a governor, usually the regional member of the National Parliament.
